Developing Daxie Island has been a significant investment project in the history of CITIC, and it was Mr. Rong Yiren, the former Chairman of PRC and founder of CITIC who made the decision to develop Daxie Island. On 5 March, 1993, the State Council approved the whole development of Daxie Island by CITIC and implements the policies applicable to the state-level economic and technological development zones. CITIC Daxie Development Company was thus established, and the Administrative Committee of Ningbo Daxie Development Zone was established as a branch of Ningbo Municipal Government to exercise the authorization on behalf of Ningbo Municipal Government.

Established in October 1979, CITIC has been a trial enterprise of China?reform and an important window on China抯 opening to the outside world, and is under the direct leadership of the State Council of China. Nowadays, CITIC has grown into a transnational conglomerate with a diversified business of finance, information, investment, consultation, real estate, tourism, trade, etc.
